I think you don't understand what abuse is. As we are required to have a login to download from articles, this is entirely normal.

I think it is a pretty cool, binary member ID . There has been no apparent change in rep points since the initial creation. I am sure he forgot about this account, but as Pete says, there is no reason to report it.

The thing is, there isn't a question there - all there is, is a link to pricing info from Shanghai and some vague "help me with my project". But he's been here a month, and logged in a few times (from his participation graph) so it could be genuine, and he just isn't good at asking questions.
So, I haven't voted for spam yet...what do you think?
