Not sure if reporting user is needed. I have seen him oft and he usually behaves correctly. I would go for telling him about the "error" as a warning first and give him a second chance.

No, this is not a commercial spam or something, this is another sample of such behavior.

All the "solutions" are posted in response to own questions, and many were self-accepted formally. What you can see is after I already removed some. My warnings about this behavior does not help.

Usually after a message is removed from the forum, if someone tries to open that message it would say "Message removed". The strange thing here is the OP's link is pointing to a valid article after the message has been nuked. Don't you think its incorrect. Someone might accidentally report that article as spam without looking at it. What do you think ?

No, the article is obviously not spam, which is why I queried it with Zac, and Pete explained what had happened. And if you look closely at the link it contains a #tag pointing to a message, which has obviously been removed.

I think this is the 7th time (but I could be wrong) that the live stream spammer recreated his account. I think it's necessary to block his IP-address.

He has recreated his account 4 times today. Three of them reported in this[^] post. This member has created more than 10 spams in QA forum in last 24 hours.
