Oh, such things are so typical these days, so I don't even bother reporting them. I just down-vote/remove and report for abuse formally, and often ignore. Maybe it would be a right thing to report it here, but there are too many of them. I even nearly stopped to report extreme rudeness, even the use of bad works which I especially dislike… OK, I'm casting my reports now.
I only report in case of outstanding impudence. By the way, look at the member I just reported above, about fake "answers" and self-accepting them.

I removed the false answer, and about an article, I would be careful.
I could be just an incomplete article exposed by mistake. You see, for instance, I also have an incomplete article right now. When I started it, planning to complete in few stages later, probably some minor bug in CodeProject code prevented me from keeping it in hidden "work in progress" state. I complained about it at each post and tried to keep the check box "work in progress" checked, and it wasn't successful for a while. Now it's not in my list of works, so I can complete later.
So, the article of this guy could be exposed just by some mistake. It is also not listed in this guy's list of works.
At the same time, strange thing is that the account has -25 in down-votes. Why, with only two posts? Could be a bug, but could be a sign of some past abuse, but the posts were removed...
