was it a bug in cp? or hacking. I believe you need to put comment to cast vote in Article/Tip section right. and most of his article/tip receives 4-5 upvotes but total votes say 21 sounds like 15-17 votes automatically added to his account strange.
Noticed one more thing all of the 11 question he answered were marked as Favorite.

Favourite happens automatically with upvotes.
Have a look at the reputation graph - that's a significantly sharp upswing in his rep points.
If you get an email telling you that you can catch Swine Flu from tinned pork then just delete it. It's Spam.

I think we don't even need to know if a person is a sock-puppet of another. It the questions or answers have no real value (help, ideas, even trivial but potentially useful to someone) and are fake by its nature, on a regular basis, this is enough for a legitimate ban.
The fake activity is always bad, and the technical ways to fake do not matter. And a little experience is enough to tell silicon from good stuff.

I get the below message when i open the article.

But I can still report the article. Is it OK to go ahead and report it without looking at it?

You can't report them if you can't see them. The report option is on the article itself.

Actually you can. I got the same message as __TR__ and above it there was a red reporting flag.
If this is not the way it is supposed to be (and I agree it seems wrong), then it should be fixed.

She/he has 33 questions and 66 answers. Are they really all answers? No; I checked up some. And this person massively formally accepts own fake answers. I cannot understand why.
I think this is the abuse.
