I know what you wanted to say. I agree with option "1". I just said, what I usually do with such answers and why I do it that way.
For the very few times that a good user really answer the question with a valid solution. That restriction (and the case, I describe below) could be bypassed with something I already suggested some time ago.
Having something similar as reporting, but just the opposite.
I mean, if an answer is good enough to be a solution, but the OP doesn't come back or doesn't care at all to mark it, then 5 or 10 votes of people with rep enough, would mark it as accepted solution as well, with the respective reward to the poster.
