Yes, I don't always get them reported here right away when I come across them. Additionally, I have RSS turned on for the QA area, so many of them show up in the feed, but are gone when I go to check the QA page - it seems that many of the posts get deleted without the spammers being reported in this forum.

Well, he has got a point. And that isn't abusive - it's just a statement of opinion. It's not as if it is even posted as a reply to a specific person. I'd let it through.
If you get an email telling you that you can catch Swine Flu from tinned pork then just delete it. It's Spam.

That considering his low point count (86) I suppose he was not here for anything else than insulting anyone who has posted into the soapbox.
However - Who think he should go can vote him out - Who does not can feel free to not vote against him...
I just voted the post as abusive and not his account so he can get a second chance.
Edit: Last but not least I remember seeing his username near to another post which was not directly abusive but near to its border.
According to ProgramFox there were enough people who thought that he should be gone.

The problem is, there's a real herd mentality about spammers. If it's reported here, even if there's no evidence of a spammer/abusive poster, the account tends to get nuked. It would be easy to have members like OriginalGriff, Marc Clifton, Sacha Barber or me removed if it was posted here that we were spamming/being abusive. I'm not recommending that you try it, just that it wouldn't be hard.

You have a valid point and I think it is because of the steady stream of spam we have been bombarded with recently.
I can only speak for myself, but I do not blindly red-flag an account just because it has been reported here. I check who reported it, how old the account is, if I recognize the name of the account, how many points have been accumulated and I go over any recent posts I can find.
I do have a handful of potential sock puppets and toolkit spammers bookmarked that I have not reported here. I am just not completely certain they have crossed the line and I do not want to be the one that get them kicked off.

I think (but I could be wrong) if an account is removed because 5 members (or more) reported the account, it's possible to recover it by creating a new account and asking in Bugs & Suggestions to recover the account.

It is possible, but this is a problem with the nature of this forum. I suspect that not everyone is diligent in their application of checking whether or not the account/post really is abusive.
In the Henize case, the post that was linked to WAS NOT abusive, and the user should not have been removed because of that particular post. Maybe there were other posts of his that were suitable for this call, but that particular post contained no offensive content. It didn't target a particular user, it merely stated Henize's opinion which, in this case, wasn't that bad.
