has been posting blank solutions in Quick Answers and thank-you comments as solutions to his own questions.
I've passed a comment back to him but then realised I could actually delete the dodgy solutions - what's the etiquette on this sort of tidying up? Do I delete or report?

It depends. If it is annoying spaming messages as Livestreamers, then report here but directly delete.
If just playing a bit but not contaminating the list of questions, then report can be enough. So the others can see the posts, when helping to nuke.
EDIT:
Let's give him the benefit of the doubt. I am advising him in each question to correct the missbehaviour. If he corrects it and doesn't continue like that, I don't see the need of nuking the account.
At the moment, we can report the false answers, so he sees "reputation hunt" is not working and decide to do it correctly.

It depends, but most of the time it's people not working out what to press and where to type. I generally move them to the right place, let the OP know what I've done and explain that if they use the right mechanism it means emails get fired off automatically, speeding up responses. Then I delete the "problem" post to tidy things up.
There are quite a few ways to respond to people and if you are just looking for somewhere to type "thanks" it is too easy to pick the Solution textbox.
