So far just one, but he is not getting enough kicks even with 8 spam posts in QA (at the moment).

That answer is from December, so how did you find it?

Do you really need to know? It's not really important, is it?
Well, I was looking for a last question and found it suspicious. In such cases, sometimes I look for previous posts. One of the most suspicious things is: if someone asks really stupid question, how this person can be an author of some "answers"? Well, such answer could be perfectly fine, but I often see amazing fake, cheating, plagiarism, or something like that.

This user[^], is repeatedly posting the same question and ignoring all the responses. When challenged he seems to be deleting the challenged post and then reposting again.

The account has gone by now. My congratulations. Usually, such cases are not even reported.
You see, there is a number of the cases which are probably nearly as bad as what you described, but many are still alive. In some cases, even the cheating on regular basis (for example, one of the irritating concerns is publication of faked answers, even self-accepting them) does not convince enough members if reported. Maybe you are setting a good example of how to deal. We have more and more trash in this forum. I'm afraid recent inquirers will stop working with it.

Yes, it's not easy sometimes to spot the people who abuse the forums, but that's life.

I've found a near-universal response today.
“Education is not the piling on of learning, information, data, facts, skills, or abilities - that's training or instruction - but is rather making visible what is hidden as a seed” “One of the greatest problems of our time is that many are schooled but few are educated”

Here is a user who is not behaving appropriately. Every response is abusive and some profanity.
