That wasn't what Chris advised. Some people are far too ready to delete things. That really has to stop. I would rather make my own mind up if something is irrelevant . The delete option should really only be used if something is spam or abuse.

It may be the case that it got some reports and then the answer got deleted. I also commented the author of that answer on how timer is related to highlight the searched text? He was still with that answer.

Why should an irrelevant answer be reported as abusive? It isn't. The advice Chris gives in this case is to down vote the answer. This makes it clear that the answer is wrong. It also gives that poster a chance to correct their answer, which might lead them to post better answers the next time. Deleting the answer is a great way to ensure that someone never answers again, because they get the impression that their opinions aren't valued and that an arrogant elite are running the boards at CP, deciding who is worthy of answering. This opinion has grown up to surround StackOverflow. Don't let it happen here.

In my understanding the option Report as "not an answer" implies "not an answer to the question" in question.
While "Brown" or "The battle of Hasting" might be considered as answers they're completely off the wall for the absolutely largest part of the questions here.
So when are we supposed to use this option? When someone writes down a poem by Tennyson?
I'm sorry, but that's an occasion when I wouldn't use it.
