I had a look at the solutions in that list, and the first one is a poor solution, but it does answer the question. The others aren't really irrelevant to the original question, I think they just show a lack of experience - except the last two, which are indeed irrelevant, and I down voted them (something I don't normally do, but posting rubbish then posting a link to that rubbish as a solution is not on).
I think at this stage a warning instead of account closure is probably more appropriate?

If some member is posting irrelevant solutions over and over again,should it be reported here? I am not making details available in this message,but i can post the details after some members clarification. The reason is,members account gets deleted once reported here,so i don't want it to happen if its not the case of Abuse.
Let me know your view please.

If they aren't relevant to the question, then yes - it's probably abuse and should be raised here.
Chances are it's either something that can be stopped with a firm "read the question", or it's a points troll. Either way, if we don't know about it, we can't respond.

Well, in that cases I usually report the answers and give a warning to the poster.
If he/she continues... then I report the user.
