I would say: if they have answers, don't vote to close. If they don't have answers, they can be closed because they don't add any value to the site.

I think the initial article is spam as it refers to a commercial product without mentioning that it's commercial.

I have read your comment, if the tool was free and now not anymore, you can ask sean or any other of the CP-Staff members to move the article to the other cathegory.
To be honest, I have reported it as spam, because it had a lot of revisions / editions, so if it changed to payed-software has had enough oportunities to be included.
But if the author really didn't know and CP consider it worth to stay, they can bring it back from the limbo if it gets deleted
