Why isn't there a compulsory comment for down voting an answer? By that I mean why is not the voter forced to comment when down voting an answer like in the article? If they comment after down voting the answers, it may be helpful for me to improve the answers or to know any errors in my answers.

This question has been raised, and rejected, many times already. Ignore downvoting, it's just something that happens. If a downvoter wishes to help you then they will leave a comment, the ones who don't are not worth worrying about.

If something has a solution... Why do we have to worry about?. If it has no solution... For what reason do we have to worry about?

That just means that the OP (original poster) edited their own question. But not in this case, as Soren pointed out.

I don't think so. It is displaying the points of the member who edited the post - I am guessing it was Rohan.

Yes, you're correct. I didn't look at the actual message.

It doesn't appear to be possible to view the results / comments without voting again?

I'm not questioning your powers of observation; I'm merely remarking upon the paradox of asking a masked man who he is. (V)

Well, from the 'features' menu, you can select the 'Surveys' menu item, then from the list of surveys, you can click on the one for this week[^]. However, I don't see the results, only the comments.
