It's copied, pasted, and tweaked from here[^], even though he "credited" that blog post.
It's either plagiarism, or a tip/trick (and that's a stretch), but it is definitely not an article.

Tip/Trick : Its an old Article from 2011 and as i was suggested in past in similar case by some of the members, better ignore it.
Plagiarism : I think it is. Writing Credit goes to xyz and copying a materiel? Not cool.

Bear in mind that the Tips category isn't all that old, so some items before it started (and I can't remember exactly when, but I have some from Feb 2011) were short - that's why tips were created, to give the shorter items somewhere to go. And I don't think it is likely or wanted to "regrade" earlier items.
This one isn't from that era: Dec 2011, well after Tips started - but if it's plagiarised, it's plagiarised. So report it for that and let's squash it!
