Socket puppets to compensate?
The one votes are from people with low rep, so it is easy to balance with new accounts.
Edit:
My 1-vote droped the average from 3.29 to 2.45, at the moment there are 10 votes (5x 5s and 5x 1s). If a new 5 comes fast then I would start to think the author is cheating, he gets notifications about the activity in the article and tries to blow the note of the tip.
But the only we can do is speculate. The only ones who can spot the cheat (if it really exists) are the hamsters
