You're saying "upvote or nothing".
I disagree. There are cases where a question is just a poor question. Possibly worded well, not spam, not abusive. Just a poor question.

Yes this is a poor question and it is ok to downvote that. But have look how many well phrased questions will be downvoted only the question seems to be too easy for experts.

I would argue that Nelek's example deserves not only a down-vote, but a flag of "Unclear" or "Not a question".
No matter how well-phrased the question is, if copying the text of the question, pasting it into Google, and clicking on the first result (or anything on the first page) gives you the answer, then it deserves a down-vote. Not because it's too easy, but because the OP clearly made no effort to find the answer, and decided to use QA as a "mechanical Turk" search engine instead.

What do you think of it ?
2 pieces of code, not a single sentence to explain the problem, and the tittle is about primary school knowledge.
Down vote ?

The Visual Studio 2015 forum shows only the title of the forum and nothing else. No stickies, no posts, nuthin'.
The difficult we do right away...
...the impossible takes slightly longer.

Both of them are empty for me, either.
I can understand there is no content; that may simply mean that noone ever posted anything in them.
But the main problem is, there is no button, at all, to start a new subject.

Same problem here - no messages, and no button to post a new message. It's the same in Firefox, IE11 and Chrome.

My usual setting is Normal layout.
After article for a keyword, and go to an article, the layout change for that article discussion.
Is it normal behaviour ?

If you go to an article as the result of a search then we open up the forum discussions. This is in case you came via Google, and they indexed that page by some words in the discussions instead of the article content.

Would it be possible to change behaviour ?

Possible, yes, but I'd prefer to make it easier for people searching - logged in or not - to find stuff from a search.

Recently, I got an email that I had a reply to a forum message and followed the link to post my own reply (or at least see the context) - but it wasn't there, it had gone to moderation (from which I released it).
But if a message (or a QA solution) goes to moderation shouldn't the system send the notification when it is released, or never if it is crushed and used as fertilizer?
Just seems odd to email spam out which never appears on the site!

The message you get will only be sent to hi-rep members. It's a courtesy to let you know "don't panic - we got your message".
New members don't see this.

Hi all, it's been almost a week since I can't view CP properly at my workplace. As many of you know the company rules negate access to any domain not in their whitelist (not even Google or many services).
Now I can access CP but without any CSS and images, just seeing plain text and standard HTML controls.
Did you do something to the servers/URLs?
Of course any active content is now not visible to me and I'm typing in a 3x4 inches textbox so please understand any grammar or spelling error,
Thanks

It looks like the site is now using codeproject.cachefly.net for CSS, images and scripts.
There are also scripts loading from ajax.googleapis.com, cdn1.developermedia.com, www.google-analytics.com and ad.doubleclick.net.

Could you guys provide the CPOL in other formats, like Markdown or plain text? I want to use it for a project I am putting on GitHub, and would like a Markdown version to put there.
EDIT: I used html2text to convert the provided HTML file to markdown.
Here it is![^]
