Tip[^] is nothing more than a code dump with a little explanation and 5 links to his own blog. IMHO it is definetely site driving.
EDIT: it appears his other two tips SendMessage and PostMessage?[^] and How to Build Program Auto Commit Source Code to SVN using C#[^] share the smae format, only with 2 links each instead of 5.

It's not abusive, nor is it spam, it just happens to be in Russian.

Well, this is an announced english-language forum. There are some specific forums for chinese and indian languages, but apart from these, every other part of the forum is announced as english-language speaking.
Can you imagine the mess if everyone begins to post questions and articles in his/her own language?
