At least he now have used italic for the quotes and links the source on the text itself not only at the end in the references... so you can distinguish what is his text and what not.
If what he claims (that such a guide is nowhere to be found...) That would already be original / useful enough for me.
If the explanations of MSDN are clear enough, one doesn't need to reinvent the wheel. As far as the proper and correct references are placed (which now look much better than previous version)
About the "preface" content... If the article now can stay... I would delete that, since it brings nothing.
