When you create a windows desktop or server application it can be handy to create a installer
(MSI or EXE)
One free installer is the Wix-Toolset and with tools like WixPie or WixEdit to help with the learning curve.
And I think that there are many other (free) tools for creating installers.

I use Emacs quite extensively. It has a steep learning curve, but it is a very extensible text editor (using Lisp) and extends into the IDE realm. With the right extensions and macros, it can do syntax highlighting, code completion, source control integration, SQL integration, debugging, etc. GNU Emacs - GNU Project[^]

Anybody that develops code for hardware should have a saleae Logic on their desk. Not free, but a fantastic value and it fits in a shirt pocket.

I am on my 3rd unit. One at my previous job (they paid for it, so I had to leave it). One I bought for home use a couple of years ago and a Logic Pro 8 I bought last month for work.
Logic analyzer, oscilloscope plus a slew of serial protocol analyzers. Incredible data capture depth makes it possible to catch those once in a blue moon events. The latest unit has already paid for itself.

Further to the post 2 below, (bitbucket), the VC list seems to be a mix of Version Control Software (Git, SVN etc.) and online repository hosting.
Might it be worth having 2 sections?

When it comes to IDEs, what about all the the jetbrain products like PHPStorm, WebStrom and whatnot. I believe they're really popular and great products! You really should add them.

Yes, I am confounded as to why IntelliJ IDEA is not in the list. It's easily one of the best Java IDEs around.

Draw.io for Diagraming - has online and desktop versions.
Postman for Testing/Diagnosing - works with chrome.

Added xmind. Though this is not a direct coding tool, it certainly assists in planning the development.
in my experience i have always noticed a major efficiency boost if i plan stuff using xmind and then go for execution

I do think development tools are very often commercial products, as is Visual Studio (except for Express editions), and serious developers will not be using Express versions.

I kinda like this article being limited to free only tools. It makes it an easy reference list where to find several different tools without any charge.
On the other hand I understand your point and a similar list of good tools but purchasable could be handy. Why not start an alternative to this article?

Very narrow focus comment: I would hate my life without U2 Logic's XLr8 Editor for use with Unidata (or Universe) environments.
I see lots of mentions of TOAD, but no one mentioned Squirrel SQL!
Also, an invaluable tool that's a bit outside the categories listed is mentioned in that "Related Articles" sidebar - ToDo List. Great for task or project management!
