You could do the same by holding the winkey and hitting R, then typing "rstrui" -- or, indeed, by hitting Ctrl+Z -- and then swaddling it in fancy talk and illogical explanations.

Except even using 64-bits, half the certificates would have zero for the top bit. So how do you tell the difference between a random number without the top bit set and a random number with the top bit forced to 0?
