That looks good if it takes you to the home page! Because it is relatively silent here and I assume you clicked at least the fisrt link it seems to work... (it is/was now on 3).
I'm using Chrome.
BTW: This links are simply from "right click" the menu when I report a user. So from my point of view this should work, because it seems no user info seems to be in the report url... I can be of course wrong

The user in the first link is still active, but if I click the link it just goes to the home page. I an using Chrome also so I don't understand how it is working for you.

Are you ready to test it?
a.) Go to my profile
b.) Hover the the red flag and right click "Spam" and choose "Copy Link address" (or similar)
c.) Post it as a reply to this comment and format it as "link".
d.) Click the link
After all this is done and works I should see in my rep history that I have been reported.

I just clicked that and it took me to the home page, with Report=Success in the address bar. Goodness knows whose account I have just disabled.

I tink you don't have to worry. My id is "11095207" which maches _https://www.codeproject.com/script/Content/Report.aspx?obtid=1&obid=11095207&obstid=0&ovid=0&rid=5
In case you reported somebody it was most probably me

I can't even check if it was me - my rep events list almost never comes up any more, even if I refresh it. Probably too many for the system to cope with easily ...

Probably doesn't work: if you use Inspect to see the HTML, it's not just a link:
