Actually, most do move their databases to the cloud. Why, you ask? Because you have to pay network ingress and egress fees for accessing an external resource. Cheaper and more cost-effective to have the DB in the cloud. And also more resilient and reliable, to boot.

M.D.V. I just installed 1903 on my main machine at home and after 1+hours of the percentage installing showing 27% the update completed.
I was excited until I discovered that my ethernet adapter was no longer connecting to the interwebs.
I updated the driver and tried a bunch of things then I decided to just switch the modem on and off again which fixed the connection issues.
