Apart from the poor formatting, no downloads etc, the two items include this :-

I'm not so sure this is spam. The guy has spent some time on this site. I have no expertise in what his project is about, so I can't evaluate it. But a free "demo" version sounds in keeping with open-source principles to me, as long as it doesn't have a license that expires and is useful in some situations.

I've been wondering, too. What triggered me is the demo app, in fact. When you look inside the archive, this is just an executable with its dependencies, but who knows what it is concretely doing? The fact that it is named the same as a Microsoft product (SSRS) doesn't help, either.

As Chris has previously said, this is CodeProject, not SomeRandomCompiledApplicationProject. If there's no code, it doesn't get published.

It's certainly not in keeping with CodeProject's principals. Using the site to promote your "freemium" product, in the hopes that people will pay you for the unrestricted version, is definitely spam.
If you're selling a product, you can afford to pay Chris for the privilege of advertising it here. If you're not willing to pay, then you can't use an article to advertise it.
As to him being here a while: his profile is simply a link to this project; his home page is also a link to this project; and his sole contribution to the site so far is a single message from 2014 which reads "good job". This isn't a regular contributor who's accidentally stepped over the line.
