I'd say that it's not deliberate spam - perhaps a quiet word suggesting he remove the link? It's not needed as the page it points at is pretty poor stuff anyway ...

I can't see any link in his profile, but the link in the tip/trick is still there.
But the site his linking is in the same town as he says he lives.

Well,
Other than the spammy external link... the tip/trick looks useful to me. I searched and there is only one other tip that mentions Set-ExecutionPolicy.
