Does WSL count for Linux? I assume yes. But if so, does it also count for Windows?

I'd say yes - I develop software under WSL that builds & runs under both Windows and Linux. It means I can build for both platforms from the same build script and don't need VMs or dedicated build machines.
And I get to use bash rather than CMD or PowerShell, so win-win-win!

Yeah. Not happening. Web dev means writing on whatever local OS - it really doesn't matter which - to be run in browser from possibly another OS = but again, it really doesn't matter which. The only thing that matters is what versions of the programming languages are running on the host computer. The code *should* work so long as the language libraries are used properly.
I write, edit, and version-manage on what the company provides: Win10, using VSCode. It runs where it runs, which I think uses Linux.

I have not had the (pleasure?) to target other operating systems.

I get to click almost all the buttons Windows for personal projects, Mac for work, and Linux too for both (Raspbian and Xubuntu mainly). Who's checking Unix? Solaris devs?

... to write code on a Android phone - I know, I've tried writing C# - it's a painful, annoying experience, particularly if you don't have a bluetooth keyboard.
Coding under Windows is so much easier: a full proper KB, a mouse, and multiple screens. And Visual Studio, of course.
So why not?

Writing and editing code is possible on Apple iPad and Android tablet but I believe this survey is talking about daily use (for professional work).

"writing code" on. but then says "running". Run emulation of ios app on mac.
Same for android, but Chrome OS is lumped into Other. The number of first time learners, meaning schools where chrome given might outnumber number of 10+ year seniors, which might be why python ranks high on tiboid index as eaily distrubted and free of license headaches. but then??
wait Andorid is linux so if dev for andoird on android OS, this is linux.

I have to write C++ code and build for 3 platforms: Windows, Linux and MacOS.
I am writing C++ code on Windows to build for both Windows and Linux, using Cygwin platform.
I could also build Objective-C++ with Cygwin on Windows to check for syntax errors, but that binary is not runnable on macOS, to test and run on MacOS, I still have to build the code on MacOS. Bringing Windows laptop and Macbook to the office on public transportation is no fun.

Have you looked at Parallels or Qemu for MacOS? That might mean you only need to schlep 2 laptops around less often.
