I imagine it would increase the load on the database server(s). And if the DB servers get swamped, the whole site suffers.

It happened to me once, and I've since become ever mindful of it. I voted an incorrect number, and wished I could've recalled it.
My suggestion is (in the form of a question), "If the person cannot correct an incorrect vote, how about his/her ability to nullify the vote?"
IOW, he/she cannot vote a second time for the same article, but at least he/she would have the ability to correct the error made (in a way).

That's a very good idea - Especially if an article wasn't so good and then the author updated it and improved it. In that senario I'd like to be able to recast my vote to reflect the new improved nature of the article.

Isn't it a good idea to convert each month's articles categorized in separated sections(.net, mfc, ...) to CHM help files. This way all articles are available for download each month.

So, we can ask for.... sponsor of the month, again... category wise.... since its going to be a permenant ones in the users' PC, we can demand mooreeee from the sponsors

For sure. But there would be a raft of problems having web-advertisments in a static medium like a CHM.
It is doable, but still problematic.

It seems that whenever I look at my own article, the last visit time updates to the time of my visit(shouldn't be avoided?). I also suggest some statistics page for each article which shows number of visits per each day, monthe,...

A suggestion:
Each post in the forum has a time on it, but this time is in the time zone of wherever the CP server is; not in my timezone - London! Would it be possible to make the times reflect my timezone? If you were feeling really keen you could make one of those GeoClock like maps [http://home.att.net/~geoclock/[^]]- to show us who might be awake. You could even spatter points on the map to represent the locations of our members.

GuruNet application attaches itself to the right click menu, but I have not been able to find out how it does it.

If you double click this file, this code will go into the registry.
You don't need to rebood to see the effect.
From this example you might find out how to resolve your problem.
