Yes. If you need a password or not is dictated by the server you are sending email through.

Mostly, no - almost all mail servers require a log in in order to prevent spurious people sending mail, and particularly to prevent them being used for spamming / phishing mails.

I'd be suspicious of any mail system which didn't require a username and password to send.
