I have increased max_allowed_packet but still the same error.

hellos, i have increased the max_allowed_packet size in mysql's .ini file. I also restarted mysql server 5.6 using task manager. But still when i try to save the audio file i get the same error to increase the max_allowed_packet. Can anyone help me out please?
