Your question is not clear: what file do you want to send? Do you mean a screenshot?

No! Isn't it obvious? How a picture like that can explain anything?
Your problem is different: there is no such thing, just "send a file". You always send file to some server, some application running elsewhere. The question makes no sense at all.

Solution 1

OK, so drop a button control on the form, double-click it and put the appropriate code for uploading a file to your particular target server type in the Click event handler for the button.

Now, what did you have a problem with?

That would be good enough for a Web application/site, but we don't know it. This is a question about nothing, so I don't think it deserves any answer.

There's thousands of examples of how to do this in C# all over the web. You need only to Google for "C# send email with attachment".
