Accesing Google Map in my desktop application

I am developing a software using C# to indicate the strength of a signal received by a mobile phone on a map according to the given longitude and latitude received from a GPS.I don't know how to give coordinates to the map i downloaded from Google map using a Google map down loader software.If there is any one please tell me how to give coordinates to a map(windows application) in C#..Thank you..

Thank you very much for your kind regards on this matter.But in this code we should connect to the internet.I want to give coordinates to an image(map of a particular area..ex-sri lankan map),and plot the available signal strength level at that location.If you can help me in that matter i wl be very thaankful to you.But i hope that this code will give me a way to proceed..Thank you very much for your kind regards
