None of those files called by any magic action...(like the MVC framework itself).
Some are called from Global.asax, others from other parts of the code - as needed...
The order in a pre-created Global.asax (from the template) is:
* FilterConfig
* RouteConfig
* BundleConfig
The reason for that order is the function each have, but can be changed (and others added) if it does not fit your needs...
