Software Setting Based on User Preference

I just want to clarify my question..

I will consider for example
Font type, font size, text alignment, page layout etc and want to change them through program and apply the same settings in all the office packages for a particular user.

Also I want to make it portable so that a user can carry his preference in file to another computer.

I need the solution with code.
