how to deactivate the tabpanel??

Hi Experts,
I have a query that ,I have a tabcontainer with different tabpanels,when i am in panel1 when i press panel 2it should not work because i have next button in my tab panel1 when i fill all the details in panel1 then only after clicking to next it has to jump to panel2.....similary when i am in panel2 ,when i click paaanel1 it should not move...how its possible??please help me in this..........
