localizable Time, Date picker controls

I use AvalonControlsLibrary but it doesn't provide localization. Is there any FREE alternative?

Wouldn't it just work if you used UTC format and...
...for the server use DateTime.ToUniversalTime()

...for the client use DateTime.ToLocalTime()

Well, there are lots of third party controls in the market. All you need is to check whats in your budget and if that third party control provides you all the feature that you are looking for!

Actually I mean UI localization, not time conversion. Е.g. it displays "Month" when in Russian it should be "Месяц".
