First thing is. How many SMS per / minutes do you plan to send out ?
This has something to do with what type of technology to use. Typical Mobile operators has an interface you can use to send large amount of SMS and received

Solution 1

A meeting with Telecom Provider would certainly help.

After that, implement the software the way it suits to your provider's workflow.

i just know how to implement ..i just want that user connet his/her mobile and using software he/she can send sms to all his/her contacts in fone..

Exactly. If you are missing the point than let me re-say. In order to send sms your would need a third party, so talking to provider would help. They will surely suggest the needs and might be the needed implementation too. In case they don't, once you are aware of the flow, SMS sending is not an issue. If you want, I can share few SMS related articles.
