use of some FileSystemAccessRule for a file

I have written a program and at this program I have used permission for a file and assign it some FileSystemAccessRule
but only one Of those rule work and another rule don’t have any effect
how can help me?

Can you show us what you have done so far ?

Without seeing your code that changes the access rule, we have no idea what you did or what permissions you modified. So, how are we supposed to help you without knowing the pertinent details about the problem?
