How to call Microsoft HTML help application in xaml

Firstly, how to create a Menu to display a drop down list by using some of shortcut keys and click on the MenuItem to display .chm file in xaml. Secondly, I will need to to link the Local Resources folder and complie as a package.

Hi, i happen to saw some good example as below

But I think VCF does not support from VS2008 onward..anymore.
