erro RibbonControlsLibrary - ribbon

I'm doing a project, such as ribbon menu, using usercontrol added element within the host, but the way the designer user control displays the following error message:
Now get this error message!

System.IO.FileLoadException
Could not load file or assembly 'RibbonControlsLibrary, Version=3.5.41019.1, Culture=neutral, PublicKeyToken=31bf3856ad364e35' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)

I wonder how to select this problem, because we still have not found the solution, because I can only modify the user control in xaml and not the designer.

I'm doing in vb.net windows form aplication.
