I have stored my application contents in SQL Server Tables with different languages .So Can we create Multilingual application without resource files?

Sure. In web.config add
XML
<globalization requestencoding="utf-8" responseencoding="utf-8" resourceproviderfactorytype="Namespace.Helpers.Localization.Localizer" culture="en-US" uiculture="en-US" />

Localizer should be a class that inherits ResourceProviderFactory. Then you just have to implement various pieces and you can call your db to get localized strings.
