Simple answer: yes!
What did you try yet? What way do you want it? GSM-Modem, service provider,...?
Search on google or Codeproject and you will find many hints.

Yes you can. You need to have an SMS gateway. Contact your local service provider if they can offer you a webservice for sending SMS.
