You access frames by name. Jaans has linked to an article explaining how this works. If you want someone to do all your work for you, then you need to offer to pay them for it.

Then that means you should almost certainly not be trying to work with google maps, which requires a good knowledge of javascript, or trying to work with frames until you have a good understanding of how ASP.NET works without adding frames to the picture. You should definitely not be doing paid work, and if you're doing the work for a class, you should talk to your teacher if you still have zero understanding of the task at hand, despite what you've been taught in class.
Ideally, you should learn C# or VB.NET first. Then learn ASP.NET. Then learn how to use javascript inside a web page, and worry about things like frames. That's how someone who wants to become a professional developer would do it. Plainly, people who have no knowledge of programming at all, and yet hope to be paid for posting here so other people do their work for them, have a different mindset.
