How to detect USB device arrival in Windows

I want to pop up a message box, when a USB device connects to windows PC.And also I need to temporary stop the USB service.
For this , I think 1st I need to identify the arrival of a USB device.
Can I do this in vs.net environment? Or do I need to write C codes for this.
