So you mean creating controls at runtime? There is no real difference between .NET CF and "normal" .NET. -> Just create (and layout) the Controls and wire up the event handlers.

But if you want to create controls usable during desing-time you may (depends on target system) have to provide specical assemblies for controls designer support. But I think this is not relevant to you? - I understand (dynamic = at runtime) from your question.
