They are not protected, as you can easily see: http://msdn.microsoft.com/en-us/library/system.web.ui.page_events.aspx[^].

If you don't mean System.Web.UI.Page but mean some other, particular page, ask the person who created that page. But keep in mind that there is nothing wrong in having protected even instances. Why not, may I ask you?
