Translation of all word of the page

Hello,
masters

my problem like this.
i am making web application in asp.net. In my application i put one Drop Down Box(in master page). Drop Down Box having two value. first is English & second is Gujarati. When i am on any page of application i am select Gujarati from the box then all data of the page should be displayed in the Gujarati and also same for the English...by default all data is displayed in the English...

plz, give me some idea for the that .....

i am using this version of studio 'Microsoft Visual Web Developer 2010 Express'.
so i cannot get the 'Generate Local Resources'..
From where i get the 'Generate Local Resources'...???...
