It's not clear. can you be more specific about your problem?

you should need to create resource files for that

All .net languages are unicode so you can have any language in your strings (even multiple languages in a single string), all you need to do is enable the language you want as a keyboard in windows.

i have already installed Farsi keyboard...
i mean i want to create a simple text editor in which i can write Urdu or Farsi language if i press A key it will change into Urdu alphabet Alif or in Farsi Alif

Windows does this for you when you switch keyboard (right alt + shift) there is no need for you to do the mappings yourself.
