how to display an image on top of other html elements

i am recently creating an online website editor. an in it i want to display an image on top of html elements om mouse hover and on click it will execute a java-script function. the image will automatically adjust its dimensions according to the elements dimensions. elements include all types of html tags(including paragraph and div).. so how will i be able to do it ....
