From what Google tells me:
WebSnapMe is a simple to use web-browser extension that allows you to send mobile messages from your PC to a mobile phone. These messages can contain rich media content such as images, video, audio, and of course text.

If this is the definition, then i really doubt you can write a web-service using it.
