I disagree Luc. I'd rather not see an inconsistent UI - I'd rather live with the minor redundancy than with an inconsistent UI.

So we disagree.
Consistency is a good quality, however it is difficult to define. It looks like a container holding many things, including in random order:
1. keeping objects at the same place whatever happens;
2. specially marking inactive things;
3. hiding irrelevant parts.
And one cannot have all of the above all the time. Example: our forums are paged lists, they have navigation links top and bottom, however:
- when several pages exist, there always is a PREV and NEXT link, disabled (grayed) when not applicable (PREV on the first page, NEXT on the last one);
- when only one page exists, there are no PREV and NEXT links.
Is that consistent? it all depends on your view, maybe on the order of the characteristics listed earlier.
Would you prefer to always have PREV/NEXT links? I don't. I do not want to see distractors, especially not ones that are always passive (such as text as opposed to links).
When a PC has only one user without password, Windows doesn't show a login screen. Looks normal to me, I guess you would call that inconsistent.
When a directory is not empty, I expect to see the number of files and some size indication. When the directory is empty, it may say "zero files", it should not say "zero files (0 bytes)".
I do add code to achieve this in my apps, IMO the "consistent" way is more inspired by laziness than by good user experience.

I can kind of see what you're saying. Since news links are to external sites, it would make sense for Code Project to open them in a new window so that the user wouldn't navigate away from Code Project when clicking the links.
However, that little [^] seems more appropriate for user content than it does for Code Project links. I'd say they should leave the links as they are, have the news links open in a new window by default, or create a more professional icon than [^] and show that to the right of each link.

A suggestion and a possible bug.
I posted a tip/trick. I entered a list of tags and some of those tags had spaces in them (e.g., "Visual Studio"). Looks like it parsed that tag list with both commas and spaces as delimiters. So, "Visual Studio" got turned into "Visual, Studio". It seems I should probably use "Visual-Studio" for now, but I think that spaces should not be a delimiter. Either that, or you could change the way that tags are entered. For example, you could have a list of TextBoxes on top of each other that the user can type tags into (one tag per TextBox).
Also, one time when I viewed my question, it had these tags:
Tags: Visual-Studio, Visual, Studio, 2005, 2008, IDE
But another time it had only one tag:
Tags: Visual-Studio
And there were no edits to the TT that I could see. And that is assuming, of course, that I wasn't hallucinating.

While posting a tip/trick, I forgot to add some tags and tried to submit the TT. A message was displayed at the top of the page that said "Please revise your tag selection", which is fine. However, there was another box to the right of the screen with the same style as that top message (yellow background, blue border), but it had no text in it.

This is probably an IE 6 issue, but when I go to Quick Answers, either of View Unanswered or View All, the page shows up with the normal banner and ads and paging controls, but none of the questions are displayed at all. I only noticed this a couple of days ago, but it was displaying up until a week ago.
