Heat Dissipation is not really what you need (at least in the context of your post). All that means is that the PC is good at transferring heats from the components to the rest of the universe.

Whether this dissipation is good or bad, for a given wattage, you'll reach a steady-state whereby the heat it generates being on is the heat lost to its surrounding (your room).



What you need are lower wattage components (except, perhaps, the power supply). Perhaps a more eco-friendly system. Look at power requirements of the system (particularly the CPU & hard drive). The lower they are, the less your mouse-controlled space heater will fry your frontal lobe.
