There seems to be some bad HTML posted in ASP.NET forum by some and the forum layout (not excluding left navigation menu) is breaking.
As on 05/30/2008 0100 Eastern Time, this anomaly is epicentered in Page 4 of ASP.NET forum.

I support the view. The blog page owner should have absolute control over any/all content posted on the page. Of course, this comes within CodeProject Terms of Service and appropriate laws of land (Toronto and the country of the post owner).

Since it appears that articles previously rejected are re-appearing with little or no changes, could we look at maybe creating a page of rejected articles and some of the reasons why, so if something looks familiar we can go back and check?

Taking it little further, the author who has frequently rejected articles should be still quarantined (since there is a high probability of an abuse of a substandard article posting by him) and made to go through a still tougher scrutiny.
This should be something similar to banking systems where an account which suffers frequent dishonor of checks would be under close scrutiny.

The only problem I see with that is them just creating a new account. It would be nice to user name/article title/reason rejected/link to original article. If you could sort on name/article we could identify abusers. I'd keep more track of them but if the article has already been removed then I don't know about it.

No. I am presented with a ValidationSummary demanding BaseName, ArticleTitle and a one line description. It even has a serverside validation for blank spaces:
The basename contained web-unfriendly characters. The name has been changed from " a" to "__a"<br />
Subsection must be in a valid state.<br />
A section needs to be selected. <br />
A subsection needs to be selected.<br />
